Functional Illiteracy

聯合國教科文組織 ¹ 重新定義新世紀的文盲標準可分為三類:

• 第一類是指不能讀書寫字的人，即傳統意義上的文盲
• 第二類是指不能識別現代社會標誌或圖表的人 (如地圖、交通符號等)
• 第三類是不能應用電腦 (網路) 進行知識管理和交流的人

後兩類被認為是「功能性文盲 (Functional Illiteracy)」^{2 3}，他們雖然受過教育，但在現代科技方面，卻像文盲一樣。

出版人郝明義在著作「越讀者」中，以「第三類文盲」形容那些「不知如何利用『網路』與『書』享用閱讀所帶來的樂趣與機會」的人；他與讀者共勉: 「千萬不要以為識字、上網，讀過大學就沒事了」，當人類文明愈高，我們更該在意自己閱讀的是人類智慧菁華或是糟粕 ⁴。
